This article examines the concept of technological sovereignty in Europe and argues that, while the term is widely used by policymakers and industry, there is little consensus as to its practical meaning. It explores how the proposed Cloud and AI Development Act seeks to establish concrete criteria for sovereignty in cloud computing and artificial intelligence, particularly in relation to public procurement, infrastructure, supply chains and strategic autonomy.
The article considers the broader implications of the proposal for businesses operating in Europe and the evolving relationship between digital regulation, competition and industrial policy.
